Miller’s announcement: Toronto has larger than expected surplus

Mayor David Miller says the City of Toronto will move to a two-year operating budget for the first time and has a surplus higher than thought.

The “somewhat larger surplus” will be used to lower tax increases and offer better services.

Miller also says the city will have a balanced budget through 2011 with no TTC fare hike.
